Are Modular Helmets as Safe as Full-Face?

This is the most argued-about question in helmet buying, and both camps overstate their case. A well-certified modular is far closer to a full-face than the internet claims — and the real risk is not the hinge at all.

Ask this question in any rider forum and you will get two confident answers. “Modulars are death traps, the chin bar flies off.” “Modulars are certified, it is a myth.” Both are overstated, and the truthful answer is more interesting than either: a well-certified modular is closeto a full-face on the evidence, the gap that remains is real but small — and the biggest risk with a modular has almost nothing to do with the hinge failing.

The structural case against a modular

Start with what is genuinely true, because there is no point pretending otherwise. A full-face helmet has a continuous shell around the chin. A modular has a hinge, a latch and a join line in the same place. More parts is more that can go wrong, and a cut is a stress concentration where a continuous laminate is not. That is not superstition, it is basic structure.

It also costs weight. The hinge mechanism, the latch, the seals and the reinforcement needed to keep a two-piece shell rigid all add mass. The numbers in our own registry are unambiguous: the modulars we rank run from a published 1,700 g to 1,814 g, while full-faces run from around 1,255 g to 1,651 g. Weight is a safety factor in its own right — more mass on your head means more load through your neck in an impact, and more fatigue on a long ride, which affects judgment.

What certification actually requires of a flip-up

Now the other side, which is stronger than most riders realize. A modular sold in the US must pass DOT FMVSS 218exactly like a full-face — there is no separate, easier standard for flip-ups. And a modular certified to ECE 22.06 has been through considerably more than that.

The current revision requires modular helmets to be impact-tested at the chin-bar regionin the closed configuration, with a specific requirement that the locking mechanism remains engaged through the impact. In other words, the exact failure mode people worry about — the chin bar releasing when it is struck — is a thing the standard tests for and a thing a certified helmet has demonstrated it does not do. That is a meaningful upgrade over the older 22.05 regime, and it is the single strongest reason to prefer a current-certification modular. Our safety-ratings guide covers what else 22.06 added.

The UK’s SHARP programgoes further and publishes, per flip-front model, whether the chin bar stayed locked during its impact testing — which is about as directly as this question can be answered with public data. Where a modular you are considering appears in SHARP’s list, that line is worth reading.

P, J and P/J: the marking that actually matters

This is the part almost nobody knows, and it is the practical heart of the question. Look at the white ECE approval label on the chin strap of a modular helmet. Alongside the regulation number you will find a letter code:

  • Pprotective lower face cover. The chin bar met the impact requirements. The helmet is approved to be ridden with the chin bar closed.
  • Jjet. The helmet is approved as an open-face helmet.
  • P/J — approved in both configurations. Tested closed and tested open, and legal to ride either way.

A modular marked P onlyis a full-face that happens to open for convenience — for fueling, drinking, talking to someone at a light, and putting it on over glasses. It is not approved for riding with the chin bar up. A modular marked P/J is approved for both, and that is what makes a genuine two-configuration helmet.

The marking is on the helmet, not in the brochure, and it varies by model and market. We do not list P/J status in our spec tables because most manufacturers do not publish it on the pages we read specifications from — and we do not assert specifications a maker has not stated. Check the label on the actual helmet, or ask the retailer to check it, before you rely on riding a modular open.

One exception is worth knowing about. Schuberthpublishes P/J homologation for both the C5 modular and the E2 adventure helmet in its own consumer-facing material — a rare piece of disclosure in a category where the marking is normally left for you to find on the label yourself.

The real risk: riding with it up

Here is the honest answer to the question people are actually asking. The dangerous thing about a modular is not that the latch fails in a crash. It is that a modular gives you the option to ride with your face uncovered, and the convenience is seductive.

Riding chin-bar-up is a bad idea for three reasons that compound. First, the obvious one: your face is unprotected, and the chin and jaw region takes a substantial share of helmet impacts. Second, aerodynamics— a raised chin bar is a scoop sitting in front of your face, generating lift and buffeting and putting real strain on your neck at speed. Third, noise: the turbulence around an open chin bar is dramatically louder, and sustained wind noise is both fatiguing and genuinely damaging to hearing, as our wind-noise guide covers.

The failure mode is not mechanical, it is behavioral: a rider who flips up at a light on a hot day and forgets to close it. If you buy a modular, treat the chin bar as something you open when stopped and close before you move — and if you genuinely want to ride open-face, buy a helmet designed for it or a convertible like the Scorpion EXO-GT930, whose chin bar removes entirely rather than folding up into the airflow.

What a modular buys you, and why that is a safety argument too

Safety is not only about what happens in the impact. A helmet you actually wear, on every ride, all the way, is worth more than a marginally stronger one you take off in traffic or skip on a hot day.

Modulars solve specific real problems. They go on and off over glasses without a fight, which is why they dominate our glasses roundup. They let you talk to a fuel attendant or a police officer without removing the helmet. They almost all carry a drop-down sun visor, so you are never caught with a tinted shield at dusk. And they are the default for long-distance touring, where those conveniences repeat a dozen times a day.

A rider who buys a modular and wears it correctly on every ride is better protected than one who buys a full-face and gets frustrated with it. That is not a technicality — it is how helmets actually fail to protect people.

The honest verdict

A full-face is still the more conservative choice, and if you are optimizing purely for structure and weight with no other consideration, buy one. Fewer parts, less mass, continuous shell, and the Snell-rated options are far more plentiful.

But a modular certified to ECE 22.06 is a genuinely well-tested helmet, and choosing one is not a reckless decision. The chin-bar-detachment story that drives the argument is addressed directly by current certification testing. If the convenience of a flip-up is what gets you into a proper helmet for every ride — glasses, touring, commuting, hot traffic — then take it, and buy the best-certified one you can.

Three rules if you do. Buy ECE 22.06 rather than 22.05 where you have the choice. Check the P or P/J marking on the strap label and do not ride open unless it says P/J. And get the fit right— a modular that is too loose is worse than a full-face that is too loose, because there is more helmet to move. If a Snell rating is a firm requirement for you, that will steer you toward a full-face in practice. If ECE 22.06 satisfies you on certification, the modular field is much wider and includes some genuinely excellent helmets.
